Under the 2026–2028 Immigration Levels Plan, Canada aims to admit approximately 380,000 new permanent residents (PR) each year through 2026, 2027, and 2028. This level follows recent immigration strategies designed to stabilize overall PR admissions while maintaining Canada’s role as a global destination for skilled newcomers.

At the same time, Canada is adjusting targets for temporary residents (including international students and temporary workers) to create a more balanced and sustainable immigration system. For example, the number of new temporary resident admissions is projected at about 385,000 in 2026 and 370,000 in 2027–2028, reflecting efforts to manage the temporary resident population responsibly.

These immigration plans underscore the continuing importance of immigration as a pillar of Canada’s economic and social development, while also responding to labour market needs and community priorities across the country.

CICC & LICENSED CANADIAN IMMIGRATION CONSULTANTS (RCIC)

The practice of immigration and citizenship consulting in Canada is regulated to protect the integrity of Canada’s immigration and citizenship system and to safeguard the public. Under Canadian law, only authorized representatives may provide immigration advice or representation for a fee. Authorized representatives include lawyers and paralegals who are members in good standing of a Canadian law society, and Regulated Canadian Immigration Consultants (RCICs) who are licensed by the College of Immigration and Citizenship Consultants (CICC).

The College of Immigration and Citizenship Consultants (CICC) is the national regulatory body designated by the Government of Canada to regulate Regulated Canadian Immigration Consultants. CICC is responsible for licensing qualified consultants, setting entry-to-practice and continuing professional development requirements, establishing and enforcing the Code of Professional Conduct, and protecting the public through complaints, investigations, and disciplinary processes. Through this regulatory framework, CICC promotes professionalism, competence, and ethical conduct in the immigration consulting profession.

Ton Immigration Consulting is owned and operated by Mr. Ton That Hoa (Anton), a Regulated Canadian Immigration Consultant – RCIC-IRB (License No. R800106), who is authorized to practise and is a member in good standing with CICC. As a licensed RCIC-IRB, Mr. Ton That Hoa is legally authorized to provide immigration advice and represent clients before Immigration, Refugees and Citizenship Canada (IRCC), the Immigration and Refugee Board of Canada (IRB), and other relevant immigration authorities, in accordance with Canadian law and professional standards.
